Here's what I think; When they planned the missile strike they did not want to give it away, and the strike was executed in complete secrecy. If there is any retailiation, they could hide under the 'cover' of commercial flights. Of course they then misidentified a plane taking off for a bomber comin...

Actually, the no.1 thing is for Boeing pushing some weird characteristics augmentation thing onto their planes. But, had they not done that in the first place, this doesn't automatically solve the missing pages, pushign an (another) unflyable plane into service and not testing some second-hand new e...
