My FG version is 2020.3.8 and your T4TJSBSim model gives me an error as: "fatal error, illegal argument"
I couldn't test it.

%100 throttle does not mean to open all gas valve and flow turbines. Governor controls the fuel flow but throttle position determines max allowed fuel flow control of governor.

It appeared on desktop. Pilot starts engine as below(simplifed) Press start switch until N1/Ng reaches 40% or 60 secs. 2-) N1, N2 and Nr are all different gauges.
N1, as Ng (gas turbine) in huey is placed in a single gauge.
N2 (power turbine) is placed in double tachometer which you mentioned above.
Nr is rotor rpm.
So, you see N2 and Nr on the big double gauge.
