There is a logic problem in it. There is a bunch of files, all from other authors, distributed under GPL. Now you make something based on those files. Which means, you acknowledged already their work and the license it comes with. You can't just add a file with another license because that would infringe on the licenses of the other files in the package. Copy-left rule applies.
So, all you could do, is making your project standalone. Then the plane is distributed under GPL and your stuff an optional expansion with another license.
Getting back to the installer example: You can write an installer, however, since an installer is supposed to install files from this GPL licensed package, the installer can either reside in the package (and therefore be a part of it, which means once more copy-left) or a stand-alone project with its own license. You argument, it is only data, doesn't count here. Actually, a similar case was already made when the FBI itself got in trouble. They used geographical data combined with data from other sources to build up a data pool. Later, to avoid FOIA requests, they argued, they have the rights on the part of the data and nobody else and what they pulled under GPL was only data that was processed by their software. Well, not even the federal government got through with that (their case was so weak, they settled it before it went to a day in court).
The point here is, you can construct as much as you want, but in reality, as soon as you are logically dependent on anything under GPL, the copy-left rule applies. Look at all those distributions of Linux.

When the author replies, well... we (I) will honor their stated intentions, as opposed to guess for the best (they want their work to be distributed) or the worst (they want their work to disappear in an aged 6+ years link)

I think the fair here is letting them clarify. (and be proactive towards getting a response)

Yes the model is fully GPL v2.0 or later.

Unfortunately this is not the model by Petar Jedvaj. He did s great job updating the 3d model before he switched to the PC-9M. It would be great if we could find that one again.

Naturally, Erik and I did found pjedvaj better PC7 model, and did as following

1. Corrected the license and transferred the Craft to FGMEMBERS (out of the NON-GPL zone)

The plane in FGMEMBERS now flies and is alive (the props needs animation so it looks static, but it flies!!), but needs some additional work.
Erik Hoffman told me he will be continuing from where we left, although he needs some time before jumping into this pilatus.

A plane back to life: we can say.
