All I can find is 100meter National Atlas imagery, 200MB download, tar.gz, in TIFF format, requiring a login, on http://earthexplorer.usgs.gov.
Time to get my own sattelite.

The USGS explorer you link here is exactly what I've used. If you click in Overlays/Decimal it will show you lines with exact coordinates. I used the four corners of the first image (center) of the mosaic to locate the image with accuracy, then build the mosaic from there.

Example. This would be kind of the first image for a mosaic of maiquetia

You can see the head of RWY 09. The lines that will be drawn are obvious (not blurry) so resolution is good. Then you have the lat/lon marks with decimals to accurately place the first image.
Then I just keep taking snapshots like that, moving exactly to the left/right or to the top/bottom, leaving a little overhang to be able to build the mosaic. Don't try to take snapshots from too far away because then your overlay is low qual. Don't try to make them too small because you will end up needing way many images. The good point (kind of like above) is where the aprons and the lines are clear.

Now, I just moved to the left. The airplane in the low left helps me aligning the mosaic perfectly. I did not move the zoom (not even a tiny bit). Then the overlay grows, the resolution will be still great to trace those lines in the tarmac (that are clear in the picture above too)
