It seems to me this depends a lot on who you ask.

I know it inside /out; I know its power and its weaknesses.
And in my opinion, It is way much powerful than terrasync and the "scenery database" -- as a matter of fact the "scenery database" now comes as an ill tasting joke.

Saying, this, from me, really means, that it is a pity that the core developers don't see it, and as the classical blind, has more acute audition than sight: and they keep listening to Thorsten.

I think FGMEMBERS and FGMEMBERS-TERRAGIT should be -- for the benefit of the users-- be implemented officially, rather now.

You are correct. You can modify OpenStreetMap (OSM) and submit your changes to their site for better OSM-mapping. The content has a license they made, but it is GPL compatible

OSM2City is a python compiler that takes OSM data and makes it FG compatible.
That software is not clearly GPL (the author disregarded adding a license file, suggesting it is All rights reserved python file)
This means we cant modify it and distribute changes on it legally.
But since you are talking about making improvements for OSM. sure,
We can mod those improvements from the map to FG.

Now to construct a a great FG. New detailed OSM Buildings with real looking designs, + a specific area around the buildings, with its own grass, its own concrete pavement, etc. ,etc.

+1 for FGMEMBERS!!

we're not talking about white gaps between tiles... we're talking about the shearing where some land is raised or dropped compared to the land around it...

WSAT is impossible due to a lack of proper imagery. WEDBING is too cloudy to use.
