you are right, when I worked on those airplanes, I focused on the development and I forgot to think about licensing issues.
In fact, all my work related to those airplanes is under GPL license so you can reuse and / or modify it at you wish as long as it is compliant with the GPL license.
If you want to have the development files (mostly the .blend files) , I can send you a complete archive of both airplanes containing all development files. You will then be able to make any modifications and to release your own version.
Note that the MB326 has been released in a stable version while it can be improved (this was my first airplane development in FG). The Mig31 has never been released in a stable version and need few improvements to enter production stage.

Charles Ingels has clarified the license of 2 more aircrafts, MB326 and the MiG31 foxhound.
The MB326 version on FGMEMBERS (also on FGADDon) was good. The MiG31 has been relocated to the FGMEMBERS collection (out of NONGPL area)
